Abstract

Qanun Nomor 7 Tahun 2013 Tentang Rencana Tata Ruang Wilayah Kabupaten Bireuen mengamanatkan bahwa ketersediaan ruang terbuka hijau publik yang ideal adalah 20% (persen) dari luas wilayah. Namun kenyataannya ruang terbuka hijau publik Di Kabupaten Bireuen baru terealisasi 5,3% (persen) dari luas wilayah. Metode penelitian ini yaitu metode empiris/yuridis sosiologis (sociological legal research) dengan bentuk pendekatan yuridis sosiologis yang dianalisis secara deskriptif. Sumber data yang digunakan adalah data primer berupa hasil wawancara dengan responden dan informan dan sumber data sekunder berasal dari studi kepustakaan. Berdasarkan Hasil Penelitian Diketahui Bahwa dalam mengimplementasikan ruang terbuka hijau publik Di Kabupaten Bireuen, Pemerintah Daerah mempunyai wewenang meliputi Perencanaan, Pemanfaatan Ruang dan Pengendalian Pemanfaatan Ruang. Penyelesaian dalam penataan ruang terbuka hijau publik Di Kabupaten Bireuen yaitu Menyusun Rencana Detail Tata Ruang (RDTR), Melakukan Sosialisasi dan Mendorong Partisipasi Masyarakat.
