Pemenuhan Aksesibilitas Jalur Pejalan Kaki Bagi Penyandang Disabilitas Di Kawasan Pusat Kota Banda Aceh
Abstract
City development must accommodate the needs of people with disabilities. One of the rights of persons with disabilities is the accessibility right. Banda Aceh is one of the cities that strives to implement inclusive city principles in Indonesia. The Banda Aceh city center area is one of the strategic areas in the city, attracting high mobility. However, the city center area is not yet friendly for people with disabilities. This study aims to determine the fulfillment of pedestrian accessibility for people with disabilities in the CBD and Heritage City of Banda Aceh. The method used is descriptive analysis using quantitative and qualitative data. Primary data was collected through observation, questionnaires, and interviews. The results showed that the overall condition of pedestrian accessibility was not suitable. Only two of the 25 road segments are classified as less suitable. In comparison, the condition of the other segments is classified as unsuitable. The unmet accessibility needs of people with disabilities in the city center area cause groups of people with disabilities to find it difficult to use the already available facilities and are hampered in mobilizing independently. The difficult accessibility is a physical barrier that can cause spatial exclusion. Spatial exclusion makes it difficult for people with disabilities to participate in public spaces in the city center of Banda Aceh.
Pembangunan kota harus ramah terhadap kebutuhan penyandang disabilitas. Salah satu hak penyandang disabilitas adalah hak aksesibilitas. Banda Aceh menjadi salah satu kota yang berupaya dalam menerapkan prinsip kota inklusif di Indonesia. Kawasan pusat kota Banda Aceh merupakan salah satu kawasan strategis di Kota Banda Aceh sehingga menarik mobilitas yang tinggi. Namun, kawasan pusat kota belum ramah bagi penyandang disabilitas. Penelitian ini bertujuan untuk mengetahui pemenuhan aksesibilitas jalur pejalan kaki bagi penyandang disabilitas di Kawasan CBD dan Kota Pusaka Kota Banda Aceh. Metode yang digunakan adalah analisis deskriptif dengan menggunakan data kuantitatif dan kualitatif. Data primer dikumpulkan melalui observasi, kuesioner, dan wawancara. Hasil penelitian menunjukkan bahwa kondisi kesesuaian aksesibilitas jalur pejalan kaki secara keseluruhan tidak sesuai. Hanya dua dari 25 ruas jalan yang terklasifikasi kurang sesuai. Sedangkan kondisi segmen lainnya terklasifikasi tidak sesuai. Tidak terpenuhinya kebutuhan aksesibilitas penyandang disabilitas di kawasan pusat kota menyebabkan kelompok penyandang disabilitas sulit menggunakan fasilitas yang telah tersedia dan terhambat dalam melakukan mobilisasi secara mandiri. Hal ini merupakan bentuk hambatan fisik yang bisa menyebabkan eksklusi spasial. Eksklusi spasial membuat penyandang disabilitas sulit berpartisipasi dalam ruang publik di pusat Kota Banda Aceh.
