IMPLEMENTASI KEBIJAKAN PEMERINTAH KOTA BANDA ACEH DALAM PENGEMBANGAN KOTA LAYAK ANAK (Analisis Klaster Hak Sipil Dan Kebebasan)

mewujudkan hak anak secara terpadu dan sistematis dari seluruh sektor secara berkelanjutan dilaksanakanbmelalui kebijakan pengembangan Kota Layak Anak, indikator pemenuhan hak anak dibagi dalam beberapa klister, salah satunya klaster hak sipil dan kebebasan yang mencakup kepemilikan akta kelahiran dan kartu identitas anak. Tersedianya informasi layak anak, dan jumlah forum anak. Adapun rumusan masalah dalam penelitian ini adalah Bagaimana Implementasi kebijakan dan kendala-kendala Pemerintah Kota Banda Aceh dalam pengembangan kota layak anak pada klaster Hak Sipil dan Kebebasan? dan apakah Implementasi Kebijakan Kota Layak Anak sudah memenuhi indikator Klaster Hak Sipil dan Kebebasan yang di atur dalam Peraturan Walikota Banda Aceh Nomor 14 Tahun 2018? . Penelitian ini dikaji dengan metode pendekatan yuridis empiris, menggunakan jenis penelitian lapangan (Field Research) dan juga melibatkan kepustakaan (Library Research) yakni mengkaji hukum tertulis juga fakta di lapangan dengan menggunakan pola deskriptif-analitis. Hasil penelitian ini menunjukkan bahwa Pemenuhan hak anak pada klaster hak sipil dan kebebasan telah di jalankan sesuai dengan kebijakan yang berlaku, namun belum sepenuhnya maksimal klaster hak sipil dan kebebasan terdapat dua kepentingan anak yang harus dipenuhi, yaitu hak sipil dan hak kebebasan. Pada hak sipil, pemerintah Kota Banda Aceh memberikan pelayanan yang maksimal dengan Program Inovasi Pelangi dan Jebol untuk mengurus akta kelahiran dan Kartu Identitas anak. Namun masih ditemui beberapa kendala, yaitu: Kurangnya sosialisasi Kota Layak Anak di tingkat Kecamatan dan Gampong, dan sedikitnya Gampong yang telah dicanangkan menjadi Gampong layak anak. Sehingga Program Kota Layak anak tidak mendapatkan dukungan optimal dari masyarakat dan dunia usaha. Minim fasilitas informasi layak anak. Forum anak di tingkat kecamata dan Gampong belum dapat sepenuhnya aktif dalam proses pembuatan kebijakan.

4. Rights of Authors
Authors retain the following rights:

5. Co-Authorship
If the article was jointly prepared by other authors, the signatory of this form warrants that he/she has been authorized by all co-authors to sign this agreement on their behalf, and agrees to inform his/her co-authors of the terms of this agreement.
6. Termination
This agreement can be terminated by the author or REUSAM upon two months notice where the other party has materially breached this agreement and failed to remedy such breach within a month of being given the terminating partys notice requesting such breach to be remedied. No breach or violation of this agreement will cause this agreement or any license granted in it to terminate automatically or affect the definition of REUSAM.
7. Royalties
This agreement entitles the author to no royalties or other fees. To such extent as legally permissible, the author waives his or her right to collect royalties relative to the article in respect of any use of the article by REUSAM or its sublicensee.
8. Miscellaneous
REUSAM will publish the article (or have it published) in the journal if the articles editorial process is successfully completed and REUSAM or its sublicensee has become obligated to have the article published. REUSAM may conform the article to a style of punctuation, spelling, capitalization, referencing and usage that it deems appropriate. The author acknowledges that the article may be published so that it will be publicly accessible and such access will be free of charge for the readers.
