Analisis Dampak Monopsoni Bulog terhadap Pencapaian Target Operasi dan Pemasaran Beras Bulog Tahun 2020-2023

Abstract

Perum BULOG established in 1967, plays a crucial role in maintaining food security in Indonesia, particularly in stabilizing rice prices and distribution as a staple for the majority of the population. With its monopsony status, BULOG acts as the primary buyer in the rice market, allowing it to influence prices at the producer level. However, from 2020 to 2023, BULOG faced significant challenges, including the impacts of the COVID-19 pandemic, climate change, and global price fluctuations, complicating its operational and marketing targets for rice. This study analyzes the effects of BULOG’s monopsony policies on price stability and farmer welfare, as well as their effectiveness in supporting national food security. Using a qualitative approach based on literature review, this research processes data from BULOG’s 2020-2023 Annual Reports on target achievements. The findings indicate that the lengthy distribution chain increases prices for end consumers, while reliance on imports remains a key obstacle when stocks decline. Overall, BULOG’s monopsony role requires further optimization to ensure the sustainable welfare of farmers and price stability for consumers.
